On my 120 cm dish (south Italy) signal strenght is 70% quality 57% not much in effects but I don't know the footprint of this beam, on Eutelsat site it is not availble.
So I don't know where is beam center.

Well on 16E are providers of Bulgaria, Serbia, Croatia, Montenegro, BiH, Albania, so Albania, BiH, Croatia, Montenegro are close to the Italy.

I know it but this don't means the footprint is centred on those regions. I've find Sesat 1 footprint his signal is not so strong just 48 db into center of footprint for this you've problems to receive it. It is the satellite that transmitt the transponder you've problems to receive. Sesat 1 wasn't bulded to direct tv service for this the signal is so weak, it has been moved to 16 east due to replace W7 moved to 36 east.

You have 70% quality 57% with 120cm dish and emagine now how is it with 85cm and it rain.

Yes from 120 and 85 cm are around 5 db of gain of difference, you've just an acceptable signal with clear sky. Sadly there are nothing to do then increase your dish size in this case.

Anyway try to move the lnb slowly on braket and also bit up and down, 4 degree are not criticals you should receive it also if with not so strong signal.
It's kinda weird but I think everything but 23.5E, 19E, 13E and 9E are out of the reach of my 60cm dish. I tried my best to catch 23.5E when 19E was in focus but I all I could get was 13E. Probably it's all fine, not much on 23.5E I would watch anyway. I think I'm gonna have to setup the 90cm dish to 1W in focus then 4W, 4E and 9E. Too bad 15W is also out of reach of my 90cm. (I could kinda set it with a weirdly positioned lnb but only when 4W was in the focus of my 90cm.) I think i'll play around with the 60cm again but somehow I could not manage to get 23.5E on my second lnb.

@zoran89: I don't know where you live but here is the footprint of that sat:

Where I live it says 48dbw and 70cm dish is the least you can use to receive this sat. (never tried it though) To be honest I wouldn't try it without a 90cm dish.

It's weird this if you've pointed your dish on Astra then Hotbird is more far then 23,5 east from center focus (are 6,2 degree far from Astra to Hotbird and 4,3 degree far from Astra to 23,5) so if you can lock up Hotbird you should to lockup 23,5 east better then Hotbird. Do again the test just moving slowly the LNB and not only on horizontal axe, try to move it also on vertical axe, the 23,5 has not same elevation of Astra. It has less elevation, so the LNB should be higher then Astra LNB. Last thing, when you do this test be sure to tune a tp on beam that covers your country, 23,5 east has some different beams and not all covers all Europe. This is one tp of the most large beam, try on it: 11914 H 27500 3/4

                    Good!

But with a 60-70 cm dish, is very hard, even if you hight a little bit your LNB.
                    Very clear blue sky...
A cloud --> boom.. you don't see anything.

Yep I know my friend, but is weird with dish pointed on 19,2 east he can receive hot bird and not 23,5 east. Hot bird is more far then 23,5 from central focus. I think or he has a wall on side that covers 23,5 or the signal of this satellite is too weak, anyway some of TP on 23,5 have strong signals, some others are weaks, so can be you've pointed the lnb tuning a weak TP.

No satellite has signal strong as Hotbird 13E and Astra 19.2E, but still you shuld have signal on 23.5. maybe you turn your slider what hold LNB Up side Down.

of course attention the location of dish is very important maybe if you move dish during 1 or 2 meter can be effective
