WebIf: Implement separate Configuration submenu 'Loadbalancer' and add the new loadbalancer settings:

restored rom array to 15 byte as it's only used for display. We still use the whole 6 bytes to detect n3 na card

3095: add new atrs and improve card type logging
3096: Revert to revision 3073 fix for ticket 710, only run cmd 2a if in cmd table, this fix is cleaner than fix in 3077, works with 09AC cards, except one, which may be a subscription issue
