My idea is to use satelitte internet connection has a backup of primary (cable) line.
So I'm searching an ISP that has no monthly fees because this is a backup line so it will use few, theoretically never.
No, you need another line (like analog 56K telephone line) only if you but a service broadcasted on KU band (the same of satellite television), if you buy a system broadcasted over KA band you have also the upload ability.
With KU system you can use your standard dish and LNB and you can able to receive satellite television and internet with the same hardware and the same wiring (your modem is like an stb).
If you buy a KA-band system you need a dedicated connection to modem and a different lnb (normally in the packet you buy you have LNB, dish and modem), but you cannot watch TV because there's no KA-band TV's channels - except one Duch channel on Eurobird 9°E.
