I have a question:  using permanent timeshift plugin with ecm cache could be resolved the problem of the freezes due to the latency of the remote connection?

 No.
 If the ecm request do not receive an answer in time, the payload will not be decrypted in any way.

 When a dcw is lost (because the server did not answer) ... is lost !
 And the payload that it was supposed to decrypt is lost as well.
 If you are talking about delayed (not missing or lost) dcws, the same situation applies: dcw must be available to Common Descrambling System before the payload is received.Comment

 Permanent timeshift is nothing else then a permanent, continuous recording on a given channel. That's the magic that allows you to go back and rewind (while recording still goes on in the background).
 Recording takes place in real time and, of course, only decrypted packets are stored on disk.
 Maybe you are confusing with "offline descrambling" technique, but it's all another thing ...Comment

 A software (or hardware) delayer records separately both encrypted payload and dcws. Later (after a given delay) it reassembles them together, just like an offline descrambler does, to give a smooth and glitchless image.
 But it relies on assumption that no dcw is lost.Comment
