If you need to connect to an access point that is below your apartment, just buy a wifi router that supports "client mode" and "repeater mode".
Unless you live in a castel/manor, coverage will be enough.

When in client mode, you connect your devices to the router via ethernet cable.
Pros:
full bandwith
Cons:
no wifi for you devices (you need cable connections)

When in repeater mode you connect your devices to the router via wifi.
Pros:
you can connect your devices via wifi
you can locate the repeater in the most convenient position (where the signal is stronger)
Cons:
half bandwith
