You can paint dishes, you need to use a matt paint NOT a glossy paint. Also try to create a nice even coating. Matt spray paint from car parts stores is usually your best bet.

The dish is rusty, I would get rid of stains. I sandpaper, to pass the anti-rust and then paint opaque?

Use a stiff brush to remove loose rust, treat with a rust killer like Kurust, spray with a rust inhibitor paint then finish with a colour matt spray paint of your choice.

Yes mate. Use a stiff wire brush to get rid of the surface rust and treat the rusty areas with an inhibitor.
As long as you use a matt paint you will see no difference in signal quality.
You can even paint it to blend in with the background.

use hammerite matt paint in a spray can.If the dish in question is a mesh dish it may be cheaper to replace the whole thing.

Unless you are use to spraying, I would not do it ... If you don't prep you could end up with peeling and a right mess .. also paints can react against each other.

It is not as easy as it sounds to get a good finish.

                  would just like to add,
if you using them cans, they mainly for touch-up jobs, and as you live where its hot, spray paint would dry in hot air hitting dish leaving powdery finish,(right conditions needed) i have sprayed many a car with my own kit in younger days, best to get new!!

But then it is better to brush or spray directly?

I'd say it's probably better to spray a few very light coats so that you don't get any run. Don't rush it, just do nice light even coats and allow plenty of time to dry between coats.

If the dish is rusty then yes paint it ,remove any rust fith fine wet and dry rubbing paper prime and paint matt ,rust can cause you to lose a fe db signal painting with a smooth finish should make it as good as new.
You could paint it same color as wall even paint on bricks.
