    Listen besit I think you are confusing matters.

    When you connect a second Rx to the ''loop through'' method of your first Rx
    you are just making use of the pass through facility of your first Rx. Nothing else. Now the second Rx will have total control of the Motor(and here it is worth mentioning that both Receivers must have the same parameters that is to say either making use of the USALS or Diseqc 1.2 control as regard having a Motor, eitherwise the motor won't go to the correct Satelitte) or LNB and it will have total control of your Dish provided that you put the First Rx in standby mode

    Now for the second part I will take a dreambox as an example....With a dreambox you can Start Recording and immediately afterwards put in Standby
    but since it is in a recording sequence (and it will show you that it did go in Stand-by mode)...the LNB will still receive Voltage from the Tuner naturally because it is recording a programm. Afterwards it will remain in ST.By Mode.
