There's a project called OpenElec.
There is a builds for different Raspberry models

It's a light linux distribution with Kodi (XBMC) as a frontend.
There are at least 2 TV PVR plugins for Kodi - TVheadend and VDR, OSCAM as softcam.
But to make it work yo will need to read a lot and spend some time.

How will you make a raspberry work with a sealion. it is not got a decoder for a sat card or cable unless I have missed something,
buy a pc it is far cheaper and you can do a lot more with it.

Kodi itself is just a video player app, in case of Openelec it's a shell. Openelec is a Linux distribution (light one) intended to run Kodi as a shell.
I use similar system myself, not exactly OpenELEC, but close.
Stock system is unable to play Live TV.
For this task you have to use a backend (VDR or TVHeadend) - installable as an OpenELEC plugin
To decode encrypted channels with satlover c-line it's possible to use OSCAM (I use it) or VDR SC plugin (looks like an acamd for linux - even works with acamd config files - may work with newcamd, CCCam etc)
There's no Hadu, or like-Hadu plugin for OpenELEC.
It's too sad, for I may say Hadu in windows works more stable then OSCAM in linux with satlover's c-lines.

Anyway I'd say that making a DVB player from PC or something else is not a wise solution unless you know for sure what you do. It takes a lot of time and even cheap receiver like amiko alien is lot more suitable to show TV.

Hi a dvb player can be picked up for buttons even new they are cheap,
you can pick a real good pc with a good spec for less than £20 a cheap dvb card and a sat card and all for less than less than 50 quid. also a good media player like media player lite comes free and will play nearly every format that is out there so you can have a full media centre all in one box .Raspberries in my opinion are just completely over priced junk.
also you can watch catch up tv all of them, also use it for Kodi, the list is endless.

How is the exactly configuration for oscam inside openelec tvheadend to put in place oscam as a cccam client?

But just a quickstart
All you need is edit file oscam.server like this

Where to to find oscam.server?
I don't know for sure where it is in openelec. I guess in a directory where other config files are. It maybe /etc/oscam/config or some other place.

Check if your oscam have a webif - you can edit this file from webif. I don't know default port . Maybe something like 8888 or 8080 . Httport of oscam is specified in oscam.conf file.

Oscam have a very usable webif. Using it you can edit config files, turn readers on and off, see debug messages and even restart oscam.

I know the basic configuration and I ask here because this configuration in my Raspeberry PI 2 don't working.
I see the reader confioguration is good because when the oscam start i see all the card presents behind the server.
But in the log also appear that the I found the target of my ecm but I don't see anything.
I don't know why and seems me there are something I don't know of specific ambient in TVheadend backend openelec raspberry PI configuration to put in place.

I install Kodi Isengard for Windows.
After I install DVBViewer and DVBViewer Recording 1.29 (1.31 last is instable).

In PVR Add-On Kodi I enabled DvbViewer Client and now I watch TV in Kodi. Work GOOD.

Now I have a problem with pay channels. Is there a plugin to used cccam service (like Hadu)? Hadu doesn't start with Kodi Add-on when I try to watch a pay channel.

It seems to me you are in a wrong thread. You are hardly installed windows with sat apps on raspberry Pi. Questions like this are intended for PC section.
Anyway
You may use acamd as well. But it's kinda strange why hadu doesn't work. Recording services uses CS plugins to discramble channels and then streams decoded video to host app, like DVBViewer, or Kodi in your case.
You probably need to place SC plugin in a Recording services' plugins folder instead of DVBViewer's.
