What kind of sistem do you use, you have Diseq or you manualy postion your dish ?

had the same problem i just removed my chanel list and re scanned manually it now works fine dont kn ow why it always does this on 16e if i dl the channel list

u must mean a motor instead of Diseq
a Diseq u use on a permanently mounted dish with severals lnbs

which other sats are you using?
it depends on your location.
Did you got it in the past better?

1 west 13 16 19 and 28 east and if i scan manualy the channels are fine but if i use the list 16 gets a bad reception dont know why this is

also check the coverage of your tp or channel from map

ber is 5-9 or 5000-9000 ?
5-9 ber is nothing, everything is watchable without problem. even with ber up to 1000 you can watch the channels.
maybe you have to re-position your antenna.

when it have wind and move my antena i have ber to on 16e.Its low signal on transponders
