i want to connect my remote to the tv so that i can turn up the volume of the tv from my remote. i have a skybox m3

You mean connect the Skybox m3's remote to your tv? cause as far as I'm aware that is not possible, thinking about it, it wouldnt be practical to use one remote for both the receiver and tv - Please clarify your question.

Anyways many android/ios apps are available that will turn your device into a remote control for some Tvs.
What I usually do is turn up the Tv's volume up to 60% or 80% and then simply use the receiver's remote control to control the volume.

No android phone can use as remote control unless both tv and android celular conected to

Isn't there something about this in the manual? If not: ****** 'skybox remote codes', which gives you the codes of the most common tv's + some explanation how to enter it.
Normally some functions will work, while others won't.
Alternative option is one of them universal rc's (such as logitech harmony which has good reviews).

I do not think there are codes for the remote to control your tv as well,
also non of the cheap universal remotes will work either.

Best I can suggest is glue your remotes togather.
