0.96.5:

- Support tier type 0x9c. These appear to be bitmatrix group tiers
with a couple extra bytes after the high tier.
- Incremented module version to 0.28 and added support for NA
EIT event decompression.
- Better handle alternate EIT information. We now get it from
descriptor 0x9e in the SDT instead of searching and matching
against the SID.
- Enhanced duplicate channel filtering using descriptor 0x9e.
- Misc. tier handling tweaks.
