I don't know much about remotes, when you say prgrammable, is the one4all remote one that can do this?

There are universal remote control that can do everything and of course can function as one4all.
You can program it with codes or even you can copy/paste some functions of the buttons of the old to the new remote.

Nearly all universal remotes will work try to get one with learning mode so you can copy straight from your dreambox remote

Also, please explain if this plugin gives you control for the tv or receiver or both of them.

dear kalpikos if you install this plugin you can see this option and the plugin is hdmicec (2.7+git11176) in openpli 4,my tv is saumsung le40a656a1f (is tv had problem and i fix that) and my tv have one option anynet+(hdmi-cec) i sync with my box and the remote control work for dreambox

Hi mate

I think it's not so comfortable to use your smartphone as remote control.

There many other solutions of universal RC with little money.

A good universal RC is costs about 5-10€ and let free your smartphone from this job.
