When you open new account to get new VPS from any site is necessary/must to put the right information such first/last name adress phone number contry!?

Wants to open VPS and the site where you make the account ask for this informations,
And if i dont give they knows my location from my IP and if you pay the VPS you have to use paypal verified or others verified pay methode

I believe that when paying by paypal do not need to fill in personal information.
