Its the spacing between satellite positions so a 3 degree one will give you say 13e and 16e where as the 6 degree will give you 13e and 19e and so on.

If I use a monoblock 6 degree can it give me 19e and 16e?
In fact,I have a monoblock 6 degree, i wand to recive 16e/13e or 19e/16e. My dish point at 16E, and I revice 16e/23.5e (with my monob. 6 degree), is there an ability to change the LNB in orter to transfort from 6 degree to 3 degree ?
so i want to know the electronic or mecanic point of view.

I dont think you can use this 6 degree lnb to get both 16e and 13e. you can get 13e/19e

            To summerize:
6 degree LNB = satellites apart by 6 degrees
3 degree LNB = satellites apart by 3 degrees
You cannot use either one of them to do the job of the other LNB.

If I use a 3 degree monobloc LNB, I can get 16e/13e(3° apart) and 19.2e/16e (3.2° apart) or 19.2e/15.8e (3.4° apart), so it should works even if it's 0.4° more?
because now iIm using a 6° Lnb, and i get 16e and 23.5e (satellites apart by 7.5 degrees)

Between 0.5 to 0.7 degrees are tolerated.
The offset dishes easily pick satellites that are 1 degree apart as co-located satellites.

I believe it better to use 2 LNB is set to the optimum signal. Every dish is different and the distance between the LNB is not the same at 60 cm or 90 cm dish.

Yes there is tolerance, how many degreees depends on size of your dish.
I tell you this, monoblocks are mostly designed to 85cm dishes. (may vary if it's stated) So better for you will be, two single lnb's and diseqc switch, it's better for precission setting.
