newcs in windows

Hi guys could anyone give me a working link for a version of new cs that works on a windows pc?
none of the links i can find seem to work or if they do they appear to not contain some of the things that are mentioned on the tutorials on this site (newcs.exe etc) any help would be most welcome. mark
