This is how I understand it.

F: username password 3 0 0

This allows the user to use any cards others share with you up to 3 hops away (ie, if you have a card on hop 2, the "friend" can see it).

{0:0:1, 0963:0:0 }

This allows the person you are sharing with to re-share once.

yes this is simple good f line without resharing
client use only to hop 3
