Its good idea to open chatbox but it must be used from members
not one "hello" to stay 2 hours writhen with no respond

but don't have the right to forced members to use it ... yes i think that would be a good tool for instantaneously help but it should be well moderate against bad behaviors

open chat is best is there still security issues with mirc

Probably not as it would be difficult to enforce, especially a conversation between 2 or 3 people who speak the same (non-English) language.

is not obligatory to speak english well but the important thing is to be understood by other people
and while frequenting native speakers you'll learn
